SHILLONG: The Federation of Khasi States has termed KHADC as a “failed and sinking institution” that is unable to protect traditional institutions.
John F Kharshiing, the spokesperson of the federation, said in a statement to the media that the chief executive member of the KHADC, PN Syiem, was sent four reminders to convene the Dorbar Hima Mylliem, which has not met since December 12, 2000.
If Syiem could not convene the dorbar, he should “vacate and allow others willing to bring transparency within Hima Mylliem to assume office”, he said.
“From what can be seen the KHADC authorities are turning a blind eye to this very serious aspect that is the absence of the Dorbar Hima since 12 December 2000 when former Syiem Bah Laborius Syiem convened the Dorbar Hima and he too was removed for having convened the Dorbar Hima in an attempt to bring about transparency and participation of the citizens,” he added.
Calling the KHADC a failed institution, Kharshiing said the MDCs’ “growing lack of confidence” on the Sixth Schedule was evident from Syiem’s remark that the constitutional framework cannot protect the indigenous interest.
“Further, the recent decision by 23 out of 29 MDCs to contest the MLA 2018 elections is a clear indication and expression of a failed and sinking institution, which has not been able to serve the traditional institutions and their aspirations,” the statement said.
