SHILLONG: The Hynniewtrep Youth Council (HYC) has asked the state government to pay ex gratia to the family of Tyngshain Phawa, who was murdered by unknown miscreants at Khlieh Umwang in Ri Bhoi.
The HYC’s request comes after Phawa’s relatives informed its members
that they have received “certain communication” from the Assam government through the deputy commissioner of West Karbi Anglong
According to HYC, Assam sanctioning ex gratia payment to the next of kin of the deceased would imply that Khlieh Umwang falls under the jurisdiction of the neighbouring state.
