KHADC constitutes solid waste management cell

SHILLONG: The Deputy Chief Executive Member of Khasi Hills Autonomous District Council (KHADC) Gigur Myrthong has informed that the Council has constituted Khasi Hills Autonomous District Council Solid Waste Management Cell to improve the functioning of the Health and Sanitation Department.

During the budget speech, he said that as per the order of the National Green Tribunal on January 16, 2019 through the District Council Affairs Department has directed the Council to frame rules for Solid Waste Management falling within the jurisdiction of the council.

Myrthong informed that the Executive Committee (EC) gave its nod to the committee on April 24, 2019. The Cell will monitor the implementation of the Solid Waste Management Rule, 2016.

“The cell has prepared the Khasi Hills Autonomous District Council (Solid Waste Management) Bill 2020”, he said. Sometime later, after the budget speech of Myrthong, the Executive Member (EM) Victor Ranee introduced the Bill.

Some of the powers and duties of the Cell is to identify and formulate schemes and projects involving the chief and his dorbar, the Raid and the dorbar shnong, setting up a system on solid waste management at the Elaka/Raid and village level

The cell shall be the monitoring agency for implementation of solid waste management and may seek reports from the Elaka and village as and when required. The cell shall also identify, allocate landfill and associated infrastructure for disposal for residual wastes in consultation with the concerned Elaka, Raid and village.

The cell shall prescribe fine for villages and wastes generators violating the provision of the Act.

The Act also prescribes roles and responsibilities of the chief and his dorbar, the headman and the dorbar shnong.
