Reservation policy to no longer affect dist-level recruitment: RTI

SHILLONG, Aug 3: An RTI application has revealed that the State Reservation Policy will no longer be applicable in the selection of candidates to different posts at the district level.
RTI activist Disparsing Rani, while referring to the office memorandum which was issued on May 10 this year to maintain the roster system as per the State Reservation Policy, informed that in Garo Hills region, the entire reservation of 80 per cent will be available to the Garo community in the absence of any interested candidate belonging to the Khasi-Jaintia community.
Likewise, he said in Jowai or Shillong, the combined reservation of 80 per cent will be available to Khasi-Jaintias in the absence of any interested candidates belonging to Garo community.
“While selecting candidates to such posts, preference should be given to local candidates residing permanently in the district in which the vacancies occur instead of a separate reservation of 40 per cent each for Garos, Khasi-Jaintia respectively,” Rani said, while quoting the office memorandum issued by the Commissioner and Secretary of the Personnel & AR (B) department which he received on Wednesday.
It may be mentioned that Rani had filed an RTI application on the filling up of 10 vacancies in the Meghalaya High Court, which include seven from the Garo community and three from the Khasi-Jaintia community.
Meanwhile, Rani revealed that the roster will be maintained for all direct recruitment posts only at the entry level.
The RTI activist said that the reservation roster will not be applicable in vacancies filled by transfer by deputation or by promotion, temporary appointment of less than 45 days of duration, purely temporary establishment such as work charged staff including the daily rated and monthly rated staff and contractual appointments.
“For posts where reservation of posts for Person with Disabilities is not applicable, a 100 points reservation roster is to be maintained by the Administrative department concerned for each category of posts,” the RTI activist said.
As per the new roster system, he said that the State Reservation Policy will be applicable for the Directorate, Chief Engineer Offices, High Court and head of offices.
