NPP-led EC not serious about clan bill: Titosstarwell

SHILLONG, Dec 17: The failure of the NPP-led executive committee to reintroduce the Khasi Hills Autonomous District (Khasi Social Custom of Clan Administration) Bill in the upcoming winter session of the council has left leader of opposition Titosstarwell Chyne disappointed. The winter session is scheduled to be held from December 20
“The EC is not introducing any bills in the upcoming winter session, in accordance with the finalised list of business. Since the EC has just one day remaining on December 19 before the session begins, the clan bill is unlikely to be tabled,” Chyne told The Shillong Times on Sunday.
He claimed that since the special committee to address all of the flaws in the clan bill only met for the first time on December 11, it is evident that the NPP-led executive committee is not taking its responsibilities seriously.
He claimed that it took the EC over two months to call the special committee meeting.
It should be noted that the KHADC had decided during its September special session that the EC would form a committee with members from the opposition and ruling parties to work out the flaws in the bill before bringing it back to the House.
The LoP stated, “I really want the clan bill to be passed  by the house in the next session so that it becomes an Act once it gets the governor’s assent.”
In response to a question, he stated that he had not noticed the Khasi Jaintia Autonomous District Fishery Act (Amendment Bill) 2023 on the list of items the EC was presenting in the winter session.
The bill aims to enable the traditional entities to safeguard water bodies and catchment areas, particularly for aquatic life.
