Govt launches portal to issue autopsy, other medical reports

SHILLONG, July 13: The Health department has launched the ‘MedLEaPR’ web portal, a digital platform aimed at streamlining the issuance of Medico Legal Certificates (MLCs) and Post-Mortem Reports (PMRs) for faster, more efficient and transparent documentation from hospitals.
Developed by the National Informatics Centre (NIC), the MedLEaPR portal is designed to enhance accountability and ensure seamless integration with the Crime and Criminal Tracking Network and Systems (CCTNS). The system maintains a complete audit trail of user activities to support inter-agency coordination and transparency.
The portal was officially inaugurated by Joram Beda, Commissioner and Secretary of the Health and Family Welfare department. In his remarks, Beda highlighted the portal’s significance in the context of implementing the Bharatiya Nyaya Sanhita (BNS) in Meghalaya and urged all stakeholders to collaborate closely to ensure its effective rollout.
Prof Dr AJ Patowary, Head of Forensic Medicine and Toxicology at NEIGRIHMS, stressed the importance of maintaining data confidentiality and ensuring that access is restricted to authorized personnel only.
Dr Dara Aswaghosh, SP in-charge of State Crime Records Bureau (SCRB), underscored the portal’s value in strengthening medico-legal documentation from a law enforcement perspective, noting that it will help standardise processes and reduce discrepancies.
Under the new system, all MLCs and PMRs must be digitally prepared and submitted exclusively through the MedLEaPR portal. Handwritten reports will no longer be accepted.  A Health department official explained on Sunday that the initiative is intended to simplify medico-legal procedures, reduce delays, and promote greater accountability across departments. All medical officers and doctors involved in issuing MLCs or PMRs must register on the MedLEaPR portal, with their accounts approved by the designated Nodal Officer within two days of verifying their hospital-issued ID.
Doctors are also required to inform the Nodal Officer of any transfers, promotions, resignations, or deputations to ensure that records remain updated on the portal.
In case of technical issues, reports must be typed using the prescribed format and uploaded within 24 hours. Final reports are to be frozen within seven days of creation to maintain consistency and prevent alterations.
Among those present at the launch were Dr E War, Joint Director of Health Services (MI), and Dr R Pohsnem, State Nodal Officer for MedLEaPR.
