NPP moves Centre calling for transparent FCRA framework

SHILLONG, June 9: The National People’s Party (NPP) has urged the Centre to establish a transparent, consultative, and time-bound framework for regulating foreign contributions under the Foreign Contribution (Regulation) Act (FCRA).
The party stated that national security must be balanced with the needs of genuine civil society organisations serving remote and underserved regions.
The demand was a key resolution adopted during the party’s Annual General Meeting (AGM) held at New Shillong Township on Monday.
The meeting followed a session of the National Committee, the party’s apex decision-making body, attended by senior leaders and legislators from Meghalaya, Manipur, and Nagaland.
The resolution on FCRA highlights challenges faced by NGOs and community-based organisations in sectors like health, education, and social welfare, particularly in the difficult terrain of the Northeast. The party maintained that a more predictable regulatory mechanism would allow legitimate organisations to continue developmental work without disruption.
Beyond the FCRA, the AGM adopted several resolutions under the party’s vision document, “Northeast 2047: Gateway to Prosperity.”
These include strengthening democratic participation, promoting peace and reconciliation in the region, and protecting the land and customary rights of indigenous communities. The party also called for greater interstate cooperation in connectivity, trade, tourism, and resource management.
The meeting further resolved to expand the NPP’s organisational base across India while focusing on nurturing youth and women leaders.
Addressing the gathering, NPP National President and Chief Minister Conrad K Sangma stated that the resolutions reflect the party’s focus on people-centric governance. “Every decision we take must be guided by whether it serves the people. That is the foundation of our party’s growth,” Sangma said.
He described the Northeast as central to India’s economic future, noting that infrastructure and connectivity improvements have positioned the region as a gateway to national growth.
Referring to the political situation in Manipur, Sangma acknowledged existing challenges but expressed confidence in the party’s grassroots engagement.
“Despite challenges, especially in states like Manipur, we see opportunities to strengthen our presence and work toward stability and representation,” he added.
