GHADC passed motion to abolish municipalities, reminds Bernard

SHILLONG, April 19: State BJP vice president and Tura MDC, Bernard N Marak has stated that the Garo Hills Autonomous District Council (GHADC) passed a motion in 2024 to abolish Municipalities, with a committee now formed to expedite the process.
Marak, who moved the motion, said the decision clears the way for restructuring urban governance in the region. He alleged that Municipalities in Meghalaya are currently functioning in violation of Article 243ZC of the Constitution and the original notification issued by the Governor.
According to Marak, the Governor had originally notified specific areas under Town Committee jurisdictions—classified as Areas I, II, III, and IV—limited to the Danakgre Akhing. However, he claimed these jurisdictions have been illegally extended to areas including Megonggre Akhing, Upper Damalgre, and Sangsanggre Akhing without consulting the local Nokmas.
Raising concerns over the implementation of urban schemes, Marak further alleged that funds meant for Urban Local Bodies (ULBs) are being managed by politically affiliated individuals rather than the designated bodies. He claimed several projects remain incomplete and that utilization certificates have not been issued to date.
He also pointed out that the “Agreed Text for Settlement” provides for the replacement of Municipalities with Town Committees or Municipal Councils under the direct authority of Autonomous District Councils.
