Basic structure of any community should not be disturbed, says Lanong

 SHILLONG: Deputy Chief Minister Bindo M Lanong has maintained that there should not be any attempt to disturb the basic structure of any community.

“I strongly feel that the unique traditional practices and culture of any community should be well preserved and protected. I do not see any justification to attempt being made to change the prevailing system which is there from time immemorial,” Lanong said while inaugurating the silver jubilee celebration of Lumkshaid Dorbar Shnong at a function which was held on Tuesday.

Lanong recalled that the Centre in the past had felt on the need to introduce the Panchayati Raj system in various states of the region.

It was during this period when the Centre had made this proposal that he happened to lead the KHADC as the Chief Executive member, he said.

Along with other leaders of the region, he said that they went to Delhi to oppose this proposal of introducing the Panchayati Raj System in this whole region.

“We held a detailed deliberation over this issue with the Union Home Ministry after which the Centre accepted to our demand that the traditional system of governance should be allowed to exist,” Lanong recalled.Finally, it was through the 73rd Amendment of the Indian Constitution that the Parliament decided to exempt the application of the Panchayati Raj System in the North Eastern Region, Deputy Chief Minister said.

He said that the fact is that so far no attempt is being made to bring about a major amendment to any law which would change the basic structure of any community.Deputy Chief Minister in his speech lauded the Lumkshaid Dorbar Shnong on completing its 25 years of existence in the service of teh people and also for its ability to maintain peace and harmony in the locality.

KHADC CEM Pynshngain N Syiem informed that the Council has already come up with the draft of the proposed Administration Bill, 2011 for strengthening the roots of the Dorbar Shnongs.

The Lumkshaid Dorbar Shnong will soon be completing 25 years of its existence after carving out from the Mawprem Dorbar Shnong in December 1, 1986.
