SHILLONG: Taking a strong note of the reports that various Gas Agencies belonging to the Indian Oil Company (Indane) are not following the existing norms and procedures as laid down by the IOC and the District Administration with regard to booking and delivery of the Gas Cylinders, the Deputy Commissioner (Supply) Sanjay Goyal has made it clear that as per the new procedures, refill delivery should be given within 48 hours from the time of booking without fail.
In a statement issued here on Thursday, Sanjay Goyal asserted that delivery of refills must be on seniority of booking (no locality-wise delivery) besides Home delivery must be made at the customer’s door steps.
“Any extension of delivery-point must be approved from the district administration,” he said. According to the Deputy Commissioner, now, booking will not be required for Double Cylinder Connections (DBC) as DBC now are available across the counter and this message should be clearly displayed in the agency showrooms.
He also asserted that there is no ban on new connections and anybody can apply at the agency and this message should be clearly displayed in the showroom.
Reacting to a fact that all gas agencies have Huge Delivery Back-log even though they have stock in their Godowns, the District Administration in consultation with the IOC have decided that a choice is now given to the Intending Customers who have not got their refills within 15 days of booking (to start with to avoid rush at the Godown) to collect their Refill cylinders from Godown at a Godown Price.
“For such delivery from the Godowns, the home delivery charges of Rs.15 has to be deducted as rebate for non-home delivery case (also called as Cash & Carry case) and also an additional amount of Rs.17/- as special charge for Hills, applicable for Shillong, which is not included in RSP, will not be considered,” the statement added.
It has also been decided that in no case the distributor’s filled godown stock closing on any particular day should be in excess over 100 cylinders (for exigency) unless it has no backlog. Apart from the above directives, certain other aspects were stressed upon.
It has been mentioned that delivery boys must carry portable weighing machines & leak detectors and must also be in Uniforms and deliver cylinders only after checking weight & leakage. The DC has observed that some of the agencies are defaulting in placing the funds with the bottling plants. It is now directed that uninterrupted and sufficient funds must be maintained in the account of the distributors for uninterrupted supply of loads from the bottling plants.
The DC has informed that refill delivery should be accepted only against Cash memo from the delivery boy and the customer should acknowledge on the cash memo.
