SHILLONG: HSPDP legislator Ardent Miller Basaiawmoit questioned the Home department over the delay in completing the recruitment process of the 1300 vacant posts in the State police department.
“The recruitment process should have been completed before the Assembly election. The delay in completing the exercise is creating doubts on the intention of the Government,” Basaiawmoit said while moving his cut motion in the Assembly on Wednesday.
While the Government is free to complete the recruitment process at the time of election, he said that the only thing which bars the Government is the announcement of the result due the election model code of conduct.
While questioning the whole recruitment process, Basaiawmoit said that there are allegations that even if a person ran like a deer during the physical test, he would not get the job since only those who are able to offer substantial money finally get the job.
“I am told that there occurs a huge exchange of money during the recruitment of the police personnel. It is really bad that money decides on who should be appointed instead of the merit of candidates,” the HSPDP legislator further alleged.
Participating in the motion, UDP legislator Paul Lyngdoh said that the job reservation policy should be strictly followed while filling up the various vacancies in the police department.
“I am very upset that the 5 percent job reservation which is meant for the genuine non-tribal of the State has been exploited by people who are from outside the State,” Lyngdoh said.
As per the State Job Reservation Policy, 40 percent is reserved for Khasi-Jaintia community, 40 percent reserved for Garo community, 15 percent for general category and 5 percent for others.
He said that there are a good number of people who hailed from Jharkhand, Bihar and other States in the country who have managed to get into the State police.
“I am disappointed that these people have managed to get into the police by exploiting the reservation which is reserved for the genuine non-tribal of the State,” the UDP legislator said while urging the Government to take possible measures to ensure that candidates who hailed from other States do not get into the police at the expense of the State’s own people.
In reply, Home Minister Roshan Warjri said that the Government has adopted the Transparent Recruitment Process (TRP) which provides a transparent process by adopting a well codified system and procedures.
“The TRP has been adopted by many States in India including Arunachal Pradesh in the North East,” Warjri said.
On the delay to complete the recruitment process, she said that the recruitment board was advised to put on hold on the phase II of the recruitment which includes the written test, personality test and interview till the election processes in the State were over.
“The admit cards and Optical Magnetic Reader (OMR) answer sheets for the written test are expected to be printed and completed by the vendor shortly. The Recruitment Board will start the 2nd phase of the recruitment immediately on the receipts of the admit cards and OMR answer sheets,” Warjri said.
She also informed that the department has brought out the sample of answer sheets and sample questions papers in the public domain for the benefit of the candidates through its website (www.megpol.nic.in).
