Board clarifies on reports of leakage of Class IX question papers

SHILLONG: The Meghalaya Board of School Education (MBOSE) has clarified that the MBOSE question paper for Class IX which was reportedly leaked in some section of the press (not The Shillong Times), is not the look out of the Board, as the responsibility for safe custody of the question papers belong to the respective head of institutions.

In a statement issued here on Monday, Executive Chairman of MBOSE, EP Kharbhih, clarified that the common question paper set by the Board are under the safe custody of designated deposit centres (affiliated schools) and Class IX examination is an internal examination conducted by the respective institution in their own school.

“Each institution is supposed to keep the question paper under the safe custody of its head,” Kharbhih said, adding that the question papers are supposed to be opened one hour before the commencement of the examination.

He also informed that all institutions, affiliated or unaffiliated, are supposed to collect the question papers seven days before the commencement of the examination.

Kharbhih, further, informed that the Class IX examination is conducted and evaluated by the schools themselves; so the issue of the school producing toppers or better pass percentage does not arise.

“The reason for conducting the Class IX examination is to maintain uniformity in the number of working days, completion of Class IX syllabus, enhancing of teaching quality and preparing the students for the SSLC examination,” he said.

Kharbhih also informed that all institutions have been given strict instructions through notifications issued in November 2012, May 2013 and July 2013, and the final instruction issued in October 2013 directed the institutions to maintain confidentiality or face action from the Board.

“Cancellation or re-scheduling of Class IX examination for the remaining Additional English/Indian Languages will not be done,” he clarified.

Kharbhih also informed that on receipt of the violation report by the Enquiry Committee headed by the Joint Controller of Examinations of MBOSE, FL Lyngkhoi, stern action will be taken against any erring head of institution and school concerned.
