State Cabinet approves JHADC Delimitation Bill

SHILLONG: The State Cabinet on Tuesday approved the Jaintia Hills Autonomous District Council (JHADC) Delimitation Bill. Decision on the KHADC Delimitation Bill and finalization of dates for elections to the three Autonomous District Councils will be taken at the extended Cabinet meeting on Wednesday.
Talking to media persons after the Cabinet meeting on Tuesday, Chief Minister Dr. Mukul Sangma said that the JHADC Delimitation Bill would be forwarded to the Governor for his consideration.
The JHADC had approved the Delimitation Bill during its winter session on November 15 last year amidst protests from opposition members.
Several Opposition MDCs including Moonlight Pariat, Welcome Dkhar, Hillarius Dkhar and Edmund Speakerson Lyngdoh had staged a walk out just before the House approved the Bill.
Meanwhile, the proposed Khasi Hills Autonomous District Council (KHADC) Delimitation Bill would be taken up for discussion on Wednesday, the Chief Minister informed, while adding that certain clarity was required in the Bill.
District Council Affairs Minister HDR Lyngdoh, however, said there were some spelling errors in the Bill which needed to be rectified.
The Cabinet is also scheduled to discuss the dates for elections to the three ADCs in the State.
Other Cabinet decisions: The Cabinet on Tuesday approved the Amendment of Rule 53 (1) of the Assam Police Manual for implementation of the Crime and Criminal Tracking Network System in the State.
Chief Minister Dr. Mukul Sangma told reporters that the amendment was based on the observation that the Assam Police Manual, which the State is following, was conceptualized and adopted before technologies were ultimately adopted for effective policing.
The Cabinet also approved the proposal for amending the Remuneration Rules to enable the State to constitute the Police Accountability Commission mandated by the Meghalaya Police Act.
Dr. Sangma explained that the Government feels it is necessary to amend the rules to provide attractive remuneration for people to apply for filling up posts under the three-member Commission to enable the State Government to constitute the same.
