C&RD dept incurs unfruitful expenditure of Rs 9.88 crore

SHILLONG: The Community and Rural Development (C&RD) department had incurred an unfruitful expenditure of Rs 9.88 crore for the creation of residential and non-residential expenditures for seven newly created blocks.
“The project is yet to be completed due to the failure of the department to properly monitor the execution of these works,” this was revealed by the CAG report for year ended March 31 2013.
As per the report, the scrutiny of the records of the C&RD department director revealed that the Union Government had accorded two Administrative Approvals (AAs) of Rs 4 crore each in March 2011 for the construction of the residential and non-residential buildings for the seven blocks.
“However, the works were not taken up for execution immediately. Only in March 2004, after a lapse of three years, the GOM accorded seven revised AAs for Rs 4.82 crore for construction of the residential infrastructure and another seven revises for Rs 6.32 crore for construction of the non-residential infrastructure for the seven blocks,” the report stated.
According to the report, it was notices that the estimates for all the residential and non-residential works based on which the Union Government accorded 14 AAs, did not provide for internal electrification, water supply and sanitation.
The report stated that the work for residential infrastructure was tendered on September 2004 while for the non-residential infrastructure; the work was tendered in mat 2004.
“The work for the residential infrastructure was awarded to the contractors in May 2005. At the same, the work for the non-residential structures was allotted in December 2004 and May 2005,” the report stated adding that the stipulated for completion of the work for the both the project is 12 months from the date of allotment of the work.
The report further stated that as per the stipulated schedueld, both the residential and non-residential structures were supposed to be completed within May 2006.
“But as per information provided by the C&RD department in January 2014, the infrastructure remains incomplete even after a lapse for seven to nine years. Expenditure of Rs 4.49 crore on residential structure and Rs 5.39 crore was incurred till January 2014,” the report stated.
The tardy execution of the fourteen works due to the failure of the C&RD department to properly monitor the projects resulted in the expenditure of Rs 9.88 crore incurred so far remaining unfruitful, besides, the objective of creating infrastructures for the seven newly created C&RD blocks in the State remain frustrated, the report observed.
