Govt move on powers of headmen draws flak

SHILLONG: The KHADC CEM Adelbert Nongrum has come down heavily on the state government for its proposed move to define powers and functions of Rangbah Shnong terming it as a blatant attempt to “interfere in the functioning of the district councils.”
“Chief Minister Mukul Sangma’s recent statement on this issue gives a strong suspicion the government is planning to weaken the district councils,” Nongrum said here on Sunday.
He said that the State Government in the past had taken away the control of the primary schools from the district councils.
Earlier on Friday, the Chief Minister had indicated that the State Government would formulate its own law to define the powers and functions of the Rangbah Shnong.
“We are currently examining the legal and constitutional provisions to find out if the State Government is empowered to formulate such legislation which would address current stalemate arising of the ruling of the High Court,” Sangma had said.
According to Nongrum, the State Government should have given due consideration to the Village Administration Bill, 2014 instead of coming up with its own legislation of  define powers and functions of Rangbah Shnong.
