NGO concerned over bail granted to rape accused

SHILLONG: The former District Transport Officer of Jowai, West Jaintia  Hills district, C. Khonglam, who had allegedly  raped two of his minor step daughters- 14 and 12 years of age, since 2014 till July 2015 when they were staying with him, has been granted interim bail for 5 days which ended on May  3, but till date, the Investigating Officer of the case and the Prosecuting Inspector were not informed by the Court of the status of the order on May 3.
This was informed to CSWO by the  IO and the PI Jowai on Thursday at Jowai. Concerned over the  rape of two minors, and the accused getting bail, the CSWO president Agnes Kharshiing in a statement issued said that often  influential rapists are granted interim bail and then made absolute and allowed to go free by those who should be delivering justice to victims and who should be ridding the society from such heinous crimes.
According to the FIR, every night the father used to force the wife and the daughter to take alcohol and he watched pornographic movies in front of them. When the kids complained, he used to beat them and threatened them with dire consequences.
Their aunt came to know of the incident only when they told her after the death of their mother who passed away on October 15 last year. The children used to stay with their aunt and they told her about the incident.
The CSWO said it is concerned over the fact that the rapist was not arrested and his interim bail lapsed on May 3, even as no order from the court was received by the police, even after the case was heard and order passed on May 3.
“We were informed that the IO had raised objections but was not yet informed of the conditions or the status of the order”, CSWO said.
Even the driver Phrangchwa Mulieh, who had also allegedly raped one of the girls, is missing and the CSWO demanded that his photograph should be published so that concerned people can help in his arrest too .
The CSWO also demanded that the state government to take serious action on cases of crimes against children.
The CSWO asked the state government to appoint sensitive government pleaders so that such cases are not taken lightly by anyone and victims and their families are helped sensibly by those government servants who are paid with public to provide justice.
