Dorbar Shnong in WJH demands ‘Sanad’ for headman

JOWAI: The Dorbar Shnong of Mynsngat village in West Jaintia Hills has demanded the JHADC to issue Sanad to its Rangbah Shnong. It has set September 26 deadline for the District Council to issue the appointment letter failing which the Dorbar will take action.
The Dorbar Shnong also alleged that the JHADC has misused its power and violated the Jaintia Hills Autonomous District (Establishment of Elaka and Village and Election, Appointment, Powers, Function and Jurisdiction of Dolloi/Sirdar and Waheh Shnong) Act, 2015.
Chairman K. Surong and village secretary M. Thubru said the Dorbar Shnong in a general meeting, held on April 20, unanimously elected Phresmi Suting from among six candidates as the Rangbah Shnong of the village. The election was conducted by a representative of the Dolloi Elaka Nartiang as per Section 23(3) of the Village Administration Act. However, the JHADC has failed to issue the Sanad to Suting till date.
Again on April 26, the general meeting constituted a full-fledged Executive Committee of the Dorbar Shnong and on May 23, 11 elders of the village lodged a complaint with the administration officer of JHADC requesting her to issue the letter to Suting for a term of one year, which is three years as per the Village Administration Act.
“We request the JHADC to issue the Sanad to Phresmi Suting. We had set September 26 deadline and if JHADC fails to do so, we will have no other option but to take our own course of action to force the council to issue the Sanad to our Rangbah Shnong,” Surong and Thubru said.
