SHILLONG: Two women social activists, Agnes Kharshiing and Angela Rangad have filed an FIR against ex-South Shillong MLA, Sanbor Shullai accusing him of misusing his powers by appointing his daughters, namely Evangeline Rabon as Reviser and Vanessa Rabon as PA to the Deputy Speaker in the Meghalaya Legislative Assembly Secretariat.
In the FIR lodged with Sadar Police Station, the two woman activists said that through RTI (Right to Information), it has been revealed that Sanbor Shullai, a Public Servant and Member of the Meghalaya Legislative Assembly representing South Shillong, duly appointed and taken oath to uphold the Constitution, had unconstitutionally abused his position and appointed his daughters, in the Meghalaya Legislative Assembly Secretariat.
The FIR alleged that the former MLA taking further advantage of his official position, also appointed his nephew Ricky Shullai, as peon, (Prior to his being elected as an MDC (Member of the District Council KHADC), his wife’s nephew M Rabon as junior Watch and Ward, and M Rabon’s wife Gloria Hujon as Receptionist and his niece Wansalan Shullai as Assistant Librarian in the Meghalaya Legislative Assembly Secretariat
According to FIR, the appointments were not in compliance with relevant rules and due procedures were not followed giving an advantage to the relatives of this Representative.
“No procedure for the purpose of recruitment was followed as is mandated in law and by abusing his position, power, authority, has, as a Law maker bypassed the rules laid down by the Government from time to time. By this act the Government has been cheated as the Legislator has managed to loot the public money to benefit his close relatives which again is a Breach of trust, corruption and he has to be booked by the law which prevails for one and all equally, the FIR added.
As per the FIR, it was also revealed through the RTI that Ricky Shullai, now an MDC, is still shown as an employee of the Meghalaya Legislative Assembly Secretariat as his name reflects on the RTI reply dated 24th August 2017, which is after his winning the MDC Elections of the KHADC (Khasi Hills Autonomous District Council).
“Therefore, it is required to investigate into the salary register as to who has been signing and receiving the salary in the name of Ricky Shullai in the Meghalaya Legislative Assembly Secretariat and if any manipulation arises and if Ricky Shullai has been receiving the salary after his appointment as an MDC, the persons involved have to be booked as per law for cheating, as no one is above the law not even a Representative of the people,” the complainants added.
The complainants also said that the delay in filing FIR was because of seeking of more information through RTI on the procedures of recruitment from departments concerned.
