MDC demands transparent appointment system in KHADC

SHILLONG: UDP MDC T. Dkhar asserted that there is no transparency in the appointment of different posts in the Khasi Hills Autonomous District Council (KHADC).
He moved a motion on the policy of the Executive Committee to strengthen the functioning of the Council as provided in the Sixth Schedule to the Indian Constitution.
“It is very rare to see advertisements notifying about different job vacancies but the appointment to different posts is continuing,” Dkhar said.
Claiming that there is no employment policy in the KHADC, he said “The posts should also be as per thequalifications but as of now there is no clarity on the appointment of persons in the District Council.” Pointing to nepotism and favouritism, Dkhar demanded transparency in job appointments.
Speaking about the distribution of Council schemes, he argued that it was “a one man show”.
He further added that there is no administrative strictness in terms of issuance of trading license.
Meanwhile, HSPSP MDC Mansturdy Nongrem said that he was informed that a person was appointed to the post of Deputy Secretary from the post of Licensing Officer.
“There are three licensing officers and only one was promoted. Why wasn’t an interview called? It shows that the policy of the Executive Committee has failed and it needs to be corrected. The Under Secretary should have been promoted,” he said.
Furthermore, he reported that a person was appointed from the post of planning officer to the post of Deputy Secretary and termed it as “wrong”.
Nongrem also pointed out that the bills of contractors are delayed and urged the EC to make the process of clearing the bills simple.
KHADC CEM PN Syiem in his reply said, “We will attempt to bring transparency in terms of appointment. There also has to be an employment policy in place.”
