Council amends rules to include building bylaws

SHILLONG: The KHADC Executive Member in charge of Town Committee, Latiplang Kharkongor, introduced the United Khasi-Jaintia Hills District (Establishment of Town Committee) (Second Amendment) Rules, 2018, on Thursday.
In the amended rules, a new Chapter VIIA has been inserted after Chapter VII that refers to regulation of building construction.
Section 75A of the rules states that “the Executive Committee shall frame rules on building bylaw regulating the construction of new buildings or extension or alteration of existing ones”.
“The bylaws will be applicable to all town committees notified or to be notified from time to time,” the rule states.
The KHADC felt there was a need to establish a local self-government to make better provisions for administration of townships into well-developed and self-sufficient units for better implementation of the act.
Subordinate council
Chief Executive Member HS Shylla introduced the Khasi Hills Autonomous District (Constitution of Subordinate Council of Traditional Chiefs and headmen) Rules, 2018, to make provisions for the administration of customary and traditional institutions.
The bill seeks to bring together the various traditional institutions within the district under a subordinate council “for smooth and efficient administration of the autonomous district thus making them effective machinery for grassroots governance”.
