Headman faces ire over funds misuse

SHILLONG: Aitilang Kurbah, resident of Mawngap Rim village, East Khasi Hills, has alleged the misuse of funds from a number of schemes by the village headman, Ratify Kharbudon.
Addressing a press conference on Tuesday, she said that Kharbudon also violated service rules alleging that he is also an employee of the PHE department Executive Engineer, GSWS Division No. II Mawphlang, East Khasi Hills. She observed no government employee with the PHR department should hold any office of profit as per the NERG Act.
In this connection, she has filed a complaint to the office of the Deputy Commissioner of East Khasi Hills.
She alleged that Kharbudon has misused money amounting to lakhs, adding that the latter, who is the secretary of the VEC, Mawngap Rim, has misused funds from the construction of the CC Road from PWD Road to LumAdongkseh Mawngapason.
In connection with Kharbudon’s alleged corruption, Kurbah said that she has written to the Chief Engineer PHE Department, government of Meghalaya, on October 27 last year urging the department to take necessary action against him based on the complaints filed to the DC, East Khasi Hills.
She further alleged that Kharbudon has also misused funds sanctioned under the Swachh Bharat Mission.
Kurbah said that an amount of Rs 4,80,000 was sanctioned and disbursed on December 19, 2018, and then another amount of Rs 3,60,000 was sanctioned and disbursed on July 26, 2019, by the block office at Mawphlang.
She said that as per rules, there has to be a VWSC committee constituted with the headman as its chairman and a meeting has to be convened before any allotment or planning related to the Swachh Bharat Scheme. According to her, the meeting was not held.
Kurbah said that investigation should be conducted into the actions of the headman, and appropriate action should also be taken against him.
