SHILLONG, Sep 23: The Hynniewtrep Integrated Territorial Organisation (HITO) on Monday urged the state government to address ongoing issues affecting the people of Meghalaya, particularly in relation to fines and taxation for private and commercial vehicles.
In a letter submitted to Deputy Chief Minister in-charge of Transport, Sniawbhalang Dhar, HITO president Donboklang Dkhar pointed out that, unlike other states such as Assam, Meghalaya has yet to establish its own Motor Vehicles Rules.
According to Dkhar, the absence of these laws has caused significant hardship, especially in terms of excessive fines and taxes. “The current exorbitant fines and taxes are burdening commercial vehicle owners, who already struggle to support their families on limited incomes. The heavy taxation leaves them with only a small portion of their earnings, which is insufficient to meet their needs,” he said.
HITO has recommended that the state government consider using the Assam Motor Vehicle Rules (2003) as a model for drafting similar legislation in Meghalaya. Among its suggestions, the organisation proposed reducing the fine for late renewal of licenses and permits by 50%, as the current fine of Rs 10,000 is considered excessive.
HITO also urged the state government to regulate other fines, fees, and taxation to ensure the well-being of the common man. Additionally, it recommended the formation of a committee to allow individuals and associations to voice their concerns and provide input on drafting the necessary laws.
Dkhar further proposed the implementation of an e-challan system for paying vehicle fines. This system, he explained, would help prevent revenue leakage and ensure that the full amount paid goes directly to the state’s exchequer. “The e-challan system would allow for secure online payments, reducing the potential for bribery or mishandling of funds. It would also provide a transparent and accountable method for citizens to settle their fines, contributing to a more efficient and trustworthy traffic violation penalty process,” Dkhar said.
He concluded by emphasising on the urgency of the matter and implored the state government to act promptly, while asserting that swift action would help alleviate the many challenges currently faced by the citizens.
