Meghalaya Cabinet amends State Anthem incorporating a few lines in Pnar

Shillong, Janunary 15: Meghalaya Cabinet today decided to amend the State Anthem. The Chief Minister Conrad K Sangma informed that the amendment comes after the suggestions from Jaiñtia Hills. The amendment will include a few lines in Pnar

The improved State Anthem will be unveiled in the Meghalaya Games held in Jowai this year.

The cabinet approved guidelines to formulate the Art and Heritage Award. The award will be for performing arts, folk music, dance, drama, theatre, craftsmanship, etc. A committee will be headed by the Chief Secretary and members of the Arts & Culture Department for selection of awardees.

The Cabinet approved the Meghalaya School Service Rules 2025. Past service rules limited the scope for promotions of LP School teachers, Assistant Teachers who would remain in the post for a long period.

The Cabinet approved the proposal for framing the ‘State Rules to Regulate the Payment of Analysis Fee for Examination of various cases/exhibits/articles in the Directorate of Forensic Sciences under Home (Police) Department, GoM.

In light of the examining cases sent from different national agencies, government, private and other states, without the system to classify and charge for the services by the Directorate. The Rules will classify the agencies with a set fee structure.

The classification are-

i.Class A- Agencies under GoM.

ii.Class B- Agencies in Meghalaya but not under the administration of the GoM.

iii. Class C- Agencies not under the territorial jurisdiction or administration of Meghalaya, and

  1. Class D- All other Private Agencies.

The Cabinet also approved the proposal to implement the Meghalaya Town & Country Planning Scheme.

In the masterplan for the New Shillong Township which includes the 290 sq. km. area. In the township, at various levels, the area is being developed as per individual plans. The lack of coordination created unplanned growth and there was a need to create coordination among stakeholders for the town and countryside planning. The scheme will bring all the stakeholders to plan, approve and discuss the town and countryside planning.

Cabinet approved the amendment to the Meghalaya State Investment Promotion and Facilitation Act, 2024. The Act was cleared to facilitate the process of investments in Meghalaya. Concerns have been raised by the KHADC and the public for various provisions mentioned in the Act.

To address the same, cabinet has decided to include a provision in the act to avoid confusion related to land procurement/allotment under the Meghalaya Investment Promotion Authority, thereby ensuring compliance with the Meghalaya Land Transfer Regulation Act, 1971.

The CM informed that the amendment will also ensure that the incentives under the policies will be provided to the industries who are creating employment for local people (individuals domicile of Meghalaya).

The CM also informed that the Authority will be renamed from the Invest Meghalaya Authority (IMA) to the Meghalaya Investment Promotion Authority (MIPA).

The Cabinet approved the list for the Meghalaya Day Awards 2025. The awardees are:

  1. U Tirot Sing Award for Arts & Literature- Sh. Sembertush A Sangma
  2. Pa Togan N Sangma Award for Social Services- Rev. Wailie Copper Khongwir
  3. U Kiang Nangbah Award for Sports & Games- Smti. Kmoin Wahlang.
