Tight security mulled for Tripura polls: CEO

 Agartala: Unprecedented security arrangement would be made to ensure free and fair elections in the state, said Chef Electoral Officer (CEO) Ashutosh Jindal.

Speaking at ‘Meet the Press’ at Agartala Press Club here, Jindal on Friday said initiatives have been taken after the Election Commission directed all the concerned officers to maintain peace in the poll bound state.

The CEO said the international border with Bangladesh will be sealed on the day of polling to prevent any intrusion bid from across the border.

On the assessment of vulnerability of polling booths, the CEO said he did not have the exact figure as the number is yet to be counted.

Besides, the law enforcement agencies are on the move to look into the matter.

Altogether 23.55 lakh electorates will decide the fate of 249 candidates of different political parties. Out of the total, 11,98,970 are male voters while the rest 11,56,476 are female ones. During the last Assembly poll, the number of voters was counted at 20.38 lakhs, he added.

After 1983 assembly poll, this assembly poll has recorded the lowest number of candidates, he said.

Altogether 53,580 young voters with average age of 18 to 19 years would cast their first votes in this election. He added that the number of voters per polling station on average stands at 775. There were 852 voters in the last assembly election.

Later, replying to the question of his standpoint regarding complaints, Jindal stated that 20 complaints have been received so far. All these complaints have been forwarded to Election Commission to decide what action to be taken.

Among the candidates, Nirajoy Tripura (CPM) aged about 85 is the veteran contestant from Chawmanu Assembly constituency.

On the other hand, IPFT candidate Satiram Reang and Independent candidate Chayendra Reang aged at 26 years are the youngest candidates of Korbook Assembly constituency.

Later, moving to the budget of Assembly poll, Jindal expected that the expenditure for conducting the ensuing Assembly election would be double than that of last year. Last Assembly election, the poll panel spent Rs. 9 crore for this purpose.

Congress announces candidate for Mizoram by-polls

Aizawl: The ruling Congress on Friday announced that Dr. H. Ngurdingliana would be the party’s official candidate for the coming by-election to the Chalfilh assembly seat scheduled to be held on Frbuary 23.

Ngurdingliana, son of veteran Congress leader and former state assembly Speaker Dr H. Thansanga had contested unsuccessfully in 2008 from the same constituency.

With the announcement of its candidate by the Congress, all the major political parties have announced their nominees for the coming by-poll.

The main opposition Mizo National Front (MNF) candidate was Lalvenhima Hmar, while the Mizoram People’s Conference (MPC) nominated its president Lalhmangaiha Sailo, son of the former chief minister and founder president of the party Brig. T. Sailo.

The Zoram Nationalist Party (ZNP) candidate was C. Lalchhandama, a retired government officer while the BJP state unit nominated C. Ramkinlova, who had unsuccessfully contested from the seat in 2008 assembly polls.

Meanwhile, the MNF nominee Lalvenhima Hmar and MPC candidate Lalhmangaiha Sailo today filed their nominations for the Chalfilh by-polls and they were the first and only candidates to file nominations so far with the last date of filing nominations fixed on February six. (PTI)

BJP announces 11 candidates for Nagaland poll

Kohima: The BJP will field 11 candidates, including a woman candidate, in the 60-seat Nagaland Assembly election scheduled for February 23.

The tickets were handed over to the candidates at the party’s office in Dimapur this afternoon in the presence of Tapir Gao, national BJP general secretary, and PB Acharya, senior BJP national leader.

So far, the BJP is the only political organization to have given ticket to a woman candidate, Rakhila, to be fielded from the Tuensang Sadar-II seat. Rakhila is the widow of ex-minister Lakiumong who died in 2006. A prominent figure among the BJP candidates is veteran politician and eight-time MLA, TA Ngullie, who will fight from the Tyui A/C in Wokha district.

He would be contesting against sitting NPF MLA Yanthungo Patton and Congress candidate Yankithung Yanthan. BJP is also the only political party in the state to be fielding a non-Naga candidate in this election. BJP state unit president M Chuba said though the party had entered into a pre-poll alliance with the ruling Naga People’s Front, there would be no seat-sharing with it, arguing that the pre-poll alliance was a ‘friendly and strategic arrangement’ only.

He also said that the party might consider fielding candidates in addition to 11 already declared. Thursday the NPF issued tickets to 60 candidates while opposition Congress wouldfield 55 candidates. (PTI)

Congress only can provide stability: Chaudhuri

 SHILLONG: Congress candidate from Shillong South constituency, Manas Chaudhuri, on Friday said he has joined the Congress for the sake of stability.

“The Congress is the only party which is capable of providing a stable government. The people of the State have suffered for the past 40 years due to fractured mandates,” Chaudhuri said after filing his nomination papers here.

“Meghalaya has seen 17 Governments over the past many years,” he said, while pointing out that instability was the main reason behind lack of development in the State.

“Ever since the State was created there has been only a single occasion in 1993 where a Government completed its full term,” the Congress candidate said, adding that coalition government is not favourable as it is a deterrent for the growth and development of the State.

“I appeal to the people of the State to give a mandate to one single party this time for the overall growth and progress of the State,” Chaudhuri said.

“If the people feel that UDP is the best option they are free to vote for that party, but if they have faith in the Congress then they should all vote the Congress to power,” said the Mawprem legislator.

Explaining his reasons for not choosing the UDP after having served as a Minister in the MPA Government led by the party, the Mawprem legislator said as a party the UDP was weaker when compared to the Congress.

“The UDP is not a bad party but it does not have its reach across the State like the Congress,” he added.

Lauding Chief Minister Dr Mukul Sangma for the overall improvement of the State, Chaudhuri said he has not come across any other leader as dynamic as Dr Sangma.

“The State had not seen so many new initiatives and programmes being implemented in the past years. All the credit should go to the Chief Minister for coming up with so many innovative ideas,” Chaudhuri said while adding that Dr Sangma has been able to galvanize the bureaucracy and motivated the members in his Cabinet.

On the issue of whether the Congress would be able to elect an undisputed leader in the CLP in view of the infighting in the party, Chaudhuri said they would not allow infighting to reach to a level where it would hamper the growth of the State.

“We would take all possible steps to see that the CLP leader elect lasts for the full five years,” Chaudhuri said.

On his priorities, Chaudhuri said he would address the issue of scarcity of water in the constituency.

“Many people are still forced to buy water and they are spending so much money to buy water and this has to be stopped,” Chaudhuri said, while promising to ensure improvement in the water distribution system.

Due importance would also be accorded to improvement of primary education to boost young minds, he added.

On the failure of the State legislators to implement the MLA Schemes as desired, he said, “It is not true that legislators do not want to implement the schemes in a proper way. I have personally experienced that the schemes are not being released even after one and half years. The whole problem lies with the bureaucracy. There is red-tapism somewhere which leads to delays in release of these schemes,” he said.

The Congress candidate was accompanied by Shillong South Block Congress Committee president Biman Talukdar, among others.

Ten companies of paramilitary forces sent to Garo Hills

 SHILLONG: The first batch of 10 companies of Central paramilitary forces has been dispatched to Garo Hills on Friday for election duty.

The State had sought a total of 76 companies of paramilitary forces to maintain law and order during the polls which the Central Government has agreed to provide.

A police official said the 10 companies of Central paramilitary personnel arrived in the State on Thursday.

Due to a spurt in militant activities unleashed by the GNLA in Garo Hills, the region has become more vulnerable as compared to other districts of the State.

The GNLA tried to disrupt a poll rally of Jonathon Sangma (Independent) on Thursday near Williamnagar. Majority of the polling stations in Garo Hills have been categorized as either sensitive or hyper sensitive.

Though the ANVC (B) and its parent body, the ANVC, signed the draft peace agreement with the State and the Union Governments there has been no reduction in insurgent activities in the region.

Cases of extortion by the GNLA continue to be reported from several parts of Garo Hills.

Rebels target tax collection centre in Garo Hills

TURA: Suspected militants belonging to the GNLA targeted a government revenue collection point belonging to the Taxation-Directorate of Mineral Resources lobbing a hand grenade that failed to explode during the late evening hours of Friday in North Garo Hills district.

Preliminary reports indicate that the militants lobbed a hand grenade outside the premises of the DMR office in Dainadubi in North Garo Hills shortly after 6:30pm but the bomb failed to explode.

No one saw the device being lobbed since at the time there were countless number of trucks laden with minerals passing through the point and numerous truck drivers were disembarking to pay the required toll before driving off.

The grenade was noticed by some of the government staff on duty at the site who alerted the police.

As news spread about the hand grenade, police from nearby Dainadubi outpost rushed to the scene and evacuated the public and cordoned off the place. The bomb disposal unit of the army was also alerted to diffuse the device.

It is strongly suspected that the GNLA may have lobbed the grenade following non-compliance to their extortion demands by the department staff posted in the area.

In 2012, suspected LAEF militants had also attacked the same office compound by lobbing a grenade which failed to explode.

The LAEF had demanded a large sum of money from the staff manning the check point.

Court setback for Dist Admin

 SHILLONG: The East Khasi Hills District Administration suffered a blow when the Shillong Bench of the Guahati High Court recently quashed a CrPC order imposing restriction on the activities of the executive members of the Nongmynsong Dorbar Shnong during the election in the State.

The proceeding under Section 107 CrPC was imposed by the District Magistrate on January 25 against the executive members of the Dorbar Shnong on the basis that they are likely to commit a breach of peace or disturb the tranquility or may indulge in wrongful acts in the ensuing election.

In the order passed on January 30, Justice T Vaiphei of the Gauhati High Court stated that the impugned order suffered from the vice of non-application of mind and is arbitrary and also contrary to the provision of Section 111 (CrPC).

Advocate VGK Kynta had appeared on behalf of the petitioners.

According to the lawyer, the petitioners are all respectable persons with neither any past criminal record nor any criminal cases pending against them.

The petitioners were of the opinion that the order of the District Magistrate was passed without affording them a chance of hearing and without supplying a copy of the police report on which the order was based.

When contacted, East Khasi Hills Deputy Commissioner Sanjay Goyal said the case is as per Section 107 (CrPC) where the members are issued a notice to come and execute a bond with the police and the district administration to prevent breach of peace in the locality which has been identified as sensitive in police reports citing incidences of clashes between supporters of different parties.

“It is just a notice issued asking them to behave properly. It is not a criminal case as such and if they challenge the order they will have to showcause clarifying as to why their locality should be exempted from this proceeding,” Goyal said.

Meanwhile, the Nongmensong Youth Development Organisation (NYDO) expressed shock over the criminal case filed against B Khonglah (Headman of Nongmynsong), Aplinda Nongrum (president of Seng Longkmie, Nongmynsong), Misdrop Mawkhiew (general secretary, Seng Longkmie Nongmynsong), Probity Nongpluh (vice president, Seng Longkmie Nongmynsong), Joshua Nongrum (president KSU, Nongmensong unit), R Shanpru (Rangbah Dong Umkdait) and Moses Synrem (Member Dong).

The organization condemned this action by some persons with vested interests stating that the members of Nongmynsong Dorbar and Seng Longkmie are all law abiding citizens.

Top police official acts as conduit for politicians

SHILLONG: Reports have gone to the Election Commission of India about a certain high-ranking police official collecting money from suppliers in the Police Department, ostensibly on behalf of a senior Cabinet Minister and other Congress candidates in the fray for the February 23 election.

Sources in the Government informed that even the Director General of Audit (Central Expenditure) is aware of this and is taking serious note of the issue.

It is learnt that police manning the highways have been ordered by their higher-ups to collect money from trucks carrying coal and cement and passing through the various toll gates particularly in Garo Hills. Sources have informed this scribe that this money will be used to fund the polls. Sources have also stated that certain NGOs close to the present police establishment have been placated by allowing them to dictate the transfer and posting of policemen close to the NGOs.

Sources say that all these developments have taken place after the recent take-over of the top post by the new DGP.

It is learnt that the ECI is keeping a keen watch on the developments and that those managing the elections in the State have also been alerted.

Meanwhile, top police officials are tight-lipped about this issue and have refused to comment.

The complaint to the ECI apparently went from some private sources.

Dohling denies any support from Pala

 SHILLONG: UDP candidate from Mylliem constituency and former KSU general secretary Hamlet Dohling has denied that Congress MP and former Union Minister of State Vincent H Pala was campaigning for him instead of his own party candidate Ronnie V Lyngdoh.

Admitting the fact that Pala was his close friend, Dohling, who filed his nomination papers here on Friday, said, “There is not truth in this report. It is illogical for the Congress MP to campaign for me when I am a candidate of the UDP,”.

“I do not need the support of the Congress MP. I would want the people of Mylliem constituency to support me,” the UDP candidate added.

Clarifying further on the matter, Dohling said the rumour began after he attended a function of the Mawklot Dorbar Shnong as guest of honour where Pala was the chief guest.

“It was a mere coincidence that the sitting Mylliem legislator (Lyngdoh) was not present. After this, media reports projected that Pala was campaigning for me,” Dohling said.

The UDP candidate said that he had decided to contest the election after seeing the step-motherly treatment meted to the people of Mylliem by the previous legislators.

Asked about his priority, Dohling said improving road communication and health care facilities and promotion of employment avenues for the unemployed youth of the constituency will be among his main concerns.

“Having been in the KSU for a very long time I understand the issues which are affecting the youth of the State. If I am elected, I would see that the Government gives due importance to various problems faced by our youth,” Dohling said.

Nongkrem: Kharshiing plays development card

 SHILLONG: UDP candidate from Nongkrem Draison Kharshiing said that the sitting legislator Ardent Miller Basaiawmoit has failed to bring any development to the constituency.

“The people of Nongkrem are looking for development. There are many villages which do not have proper roads,” he said adding that the constituency still has many underprivileged people who struggle for livelihood on a daily basis.

The former Nartiang legislator said he was been associated with Nongkrem for the past 17 years and is aware of its problems.

On his decision to back out from the race for the Congress ticket, Kharshiing said that the INC was ‘a party only for the rich’.

The UDP candidate also expressed concern over the economic condition of the people of the State, especially in the coal belt areas, where a dip in price of coal will have huge impact on the commoners.

“I would personally see that the Government tries to address this issue if I am elected,” Kharshiing said.
