Death of former MLA condoled

SHILLONG: The State Assembly Speaker Charles Pyngrope has condoled the demise of former MLA Dlosing Lyngdoh, who passed away on Sunday. In a condolence message, the Speaker said the State would remember the contributions of Lyngdoh as a Legislator.

Meanwhile, Ri Bhoi District Congress Committee organized a meeting at the residence of the Chief Adviser, Ri Bhoi Congress Committee, DD Lapang on Monday to condole the demise of Lyngdoh. A two-minute silence was observed in the meeting as a mark of respect to the departed soul.

The speakers in meeting felt that the death of Lyngdoh was not only a loss to his family members but to the Congress and the Ri Bhoi district as a whole.

The Ri Bhoi Public Representation Forum (MLA’s and MDC’s ) in the presence of the leaders of Ri Bhoi Dorbar, the Synjuk Ri Bhoi, Shillong, the Ri Bhoi Women’s Association Shillong and the Ri Bhoi Youth Federation (RBYF) also condoled the death of former MLA.

Youth commits suicide

NONGSTOIN: One Wanshanbor Lyngdoh (23) of New Nongstoin on Monday committed suicide by hanging himself at his PHE quarter. Police said the body was handed over to the family members after post-mortem.

Appointment of BDOs demanded

SHILLONG: The Hynnie-wtrep National Youth Front (HNYF) has demanded the government to appoint BDOs in Mairang and Mathadraishan.

HNYF’s Western Region president KS Rani in a statement on Monday said that it had been about six months that there was no BDO in these two blocks and the work was vested on someone else like the ADC West Khasi Hills from Nongstoin, W Nongsiej for the Mawthadraishan and the AEC of Mairang Civil Sub-division, W Biam for Mairang.

“As it is today, W Biam has to look into other matters as well like the works of the SDO Civil Mairang after the former SDO was transferred on January 27”, Rani said.

Rani also mentioned that most of the times, the BDO was unavailable in office as he usually attends his other office.

The organisation has urged the MLA of Pariong Dr A Pariong as well as MLA of Mairang, Metbah Lyngdoh to take up this matter for the betterment of the people.

SHILLONG: The Monitoring-cum-Implementation Committee of 22nd Laban constituency on Saturday distributed household materials at Raid Laban College Play Ground to 600 BPL families comprises all communities residing within Laban Constituency (legislative). The materials were sponsored by local MLA Sanbor Shullai under the SUWP 2009-10 under the theme “Service to people is service to God”.

Video CDs were given away to 300 meritorious students who excelled in their respective examinations in 2010 under 7th Literary Award. Twenty computers were distributed among the students who passed out various examinations with flying colours in 2010.

Text books and exercise books were also distributed to 1300 BPL students. Total worth of materials distributed amounts to Rs 50 lakh, a press release said.

Rally against appointment of ward commissioners Jaintia Hills round-up

JOWAI: The Joint Action Committee against Municipal in Jaintia Hills (JACAM-JH) will hold a public meeting on February 12 at Iongpiah Jowai.

In a press statement issued here, the JACAM-JH chairman, MH Dkhar informed that the public meeting had been called to make residents of Jowai aware of the disadvantages of municipality.

“The public meeting which was called earlier was cancelled after the government put on hold civic poll in Jowai following a High Court order”, said a statement adding, “we have again decided to hold a public meeting as the government is keen to nominate Ward Commissioners.

Meanwhile, the spokeperson of the Jowai Civic Awareness Committee (JCAC), SK Lato has clarified that he has resigned from the JCAC.

AR employee denies rape charges:The Assam Riffle employee Madanga Lyngdoh of Laskein village in Jaintia Hills, who was recently accused of rape, has denied the charge saying that the woman falsely charged him of raping her.

Lyngdoh said that he had a love affair with her for quite sometime and she frequently used to call him to her residence. “On January 22, the woman had called him and he stayed with her at her residence the whole nigh,” he said

“The next morning, she asked for some money and could not give her at that moment as I forgot my purse”, Lyngdoh said. “The woman has charged me just because I could not give her money”, he added.

5 trucks with boulders, sand seized: The Jowai Police along with Forest officials of the Jaintia Hills Autonomous District Council on Monday seized five trucks loaded with boulders and sand. The JHADC CEM, Lamdibok Sumer informed that they received a complaint from some individuals in this regard. and he instructed his officer to verify the complaint.

Collection of boulders and sand from Myntdu river beside mining activities all along the river bank have affected the environment around the river, which supplies water to every household of Jowai town.

Earlier, the Jaintia Hills Deputy Commissioner under section 144 CrPC banned all mining activities and collection of stones and sands from Myntdu river.

Erring doctors warned of action

SHILLONG: As majority of doctors, who completed their MBBS under the State quota, failed to response to show cause notices for their failure to join the State services, the State Government is contemplating to take strong action against them.

“We will take strong against the doctors who failed to reply to the show cause notices served since July last year,” Deputy Chief Minister in-charge Rowell Lyngdoh told reporters on Monday.

The Health department would lodge a complaint with the police to trace the whereabouts of the erring doctors.

“They would be taken into task as per the law if they failed to pay the bond amount Rs 10 lakh,” Lyngdoh said.

Till November last year, 51 out of 109 doctors had submitted their reply to the government with reasons for their inability to return to serve in the State.

In July last year, show cause notices were served to the 109 doctors from various batches between 2000 and 2004, seeking replies from them as to why they should not refund the bond money of Rs 10 lakh for not returning to serve in the State even though they had completed their five-year MBBS studies under the State quota.

Authorities differ over JNNURM bus ‘scam’

SHILLONG: The alleged scam in allotment of contract for running the buses under JNNURM has created quite a stir in the government machinery with different heads of departments issuing contradictory statements while trying to refute the news report published by The Shillong Times on January 31.

Urban Affairs Minister Founder S Cajee has made it clear that the contract allotted to Synroplang SHG has been cancelled. The minister even went to the extent of saying that strong action would be taken against the officials, who had allotted the contract to the SHG, who does not qualify for the job as per the tender called by Meghalaya Urban Development Authority (MUDA).

On the other hand, Urban Affairs Principal Secretary Prashant Naik said the contract for operating the JNNURM buses was given to the SHG for three months on a trial basis. However, the decision was taken by a Special Purpose Vehicle (SPV) committee constituted in this regard and that MUDA has no role on the issue.

The SPV committee headed by the Chief Secretary constituted to finalize the procurement and management of buses under JNNURM, Naik said.

“MUDA has no role to play in this whole process as it only implements the decisions taken by SPV,” he added.

But, the Urban Affairs Minister said, “A final decision about the JNNURM buses would be taken during a meeting to be held with the MLAs of Shillong city on February 8.”

He also clarified that the contract was given to the SHG without his and MUDA Chairman, AL Hek’s knowledge.

Cajee further said the only bid for tender from Synroplang SHG was cancelled following its failure to pay the security deposit of Rs 50 lakh.

Altogether 17 out of 120 buses have reached Shillong and that there are efforts to launch the service by February 15. The buses are expected to arrive in groups by April this year.

Meanwhile, MUDA Chairman AL Hek said, “MUDA is not in a position to allot the job to anyone, as the tender turned invalid,” Hek added.

He said in case government failed to receive any bid for tender in the future for running the JNNURM buses, it would be advisable to create a separate cell in Meghalaya Transport Corporation (MTC) for the purpose.

Earlier, the Urban Affairs Principal Secretary P Naik said, “The NGO was given the contract through an out-of-tender settlement after there was no proper response to the tender floated by MUDA on the direction of SPV in spite of extension of the time.”

Naik said the NGO who are running around 100 vehicles under the SHG’s name was asked to operate the buses on a trial basis.

He admitted that the NGO was the only to bid for the tender, but did not qualify all the conditions of the tender.

He also admitted that the NGO was exempted from submitting the security deposit of Rs 50 lakh since it is too difficult for them to pay such a huge amount.

“We have to consider this point to exempt the security deposit since there is a very poor response for running of these buses,” he said.

On the proposal to hand over the buses to the MTC, he said MTC like most other PSUs in the State is depending on government grants for running its own operation.

“Any direct involvement of the MTC may lead to extra burden on it as the viability of the operation of buses is not known,” he said.

“If we were not satisfied with their work we would immediately scrap the contract,” Naik asserted.

In yet another separate statement, MUDA said, “The matter had not been finalised and no work order for the operation of buses had been issued by MUDA to any NGO. MUDA had not assigned the task of operation of buses to Synroplang SHG.”

The MUDA also clarified that it had not issued any order to the SHG to advertise for the posts of drivers and conductors.

Four-lane project

SHILLONG: The PWD(R&B) has informed that in view of the ongoing construction activities of the four-lane road from Jorabat to Barapani on National Highway 40, movement of vehicular traffic on the national highway is most likely to be affected. In a release issued here, the department has advised travellers to take necessary precautions to avoid any inconvenience.
